Arlington, VA, April 3, 2018 – Indev is pleased to announce the newest member to their leadership team with the hiring of Patrick Thomas as Senior Director, Homeland Security Programs. In this role, Mr. Thomas will lead the full-service delivery lifecycle across all Department of Homeland Security accounts, promoting the continuous improvement of service quality and ensuring a high level of customer satisfaction. Mr. Thomas will be a driving force in new business lead generation and the transformation and maturation of Indev service offerings.As Indev focuses on growing its leadership team, we are especially excited to bring Mr. Thomas’ leadership, industry knowledge and relationships, and strong business development expertise to our organization. Prior to Indev, Mr. Thomas worked as an independent IT management and business development consultant with lead roles in over $60M in proposals for Immigration and Customs Enforcement (ICE) and the National Reconnaissance Office (NRO). Prior to being independent he was with PG Public Services (PGPS) Federal Practice. He was the program lead for their Quality Assurance and Independent Verification and Validation support of the successful TECS Modernization/Integrated Case Management (TECS Mod/ICM) Program, provided IT program management support for ICE Technical Operations; lead the PGPS business development for teams’ awards on DHS TABSS and DHS EAGLE II; lead the architectural support for all ICE Management and Administration (M&A) systems; and, was selected to provide specialized architectural and acquisitions support for special programs including ICE’s first two cloud based systems – Enforcement and Removal Operations (ERO) ePolicy Distribution System and Electronic Health Records (eHR). Previously, Mr. Thomas was with BearingPoint where he led their ICE Financial (Rent), Personal Property, and Real Estate Portfolio management team, developed the ICE Office of Asset Management (OAM) strategic/operational and systems development plan.
Mr. Thomas began his career with the U. S. Public Health Service (USPHS) on detail to the Federal Bureau of Prisons (FBOP) where he served as the Fire Protection Engineering Program Manager. He was the sole subject matter expert to the Authority Having Jurisdiction (AHJ) on life safety, was responsible for creating policy, provided COTR support for consulting contracts, participated in two arson investigations, and led various program/project management efforts.
He holds a BS in Fire Protection Engineering from the University of Maryland, a MS in Business from the Johns Hopkins University and a Masters Certificate in Project Management from the George Washington University. He is Life Member and an active first responder with the Bethesda-Chevy Chase Rescue Squad and has served on various Committees and their Board of Directors.
